The web interfaces several hundred million people struggle with are government portals for tax, social security and licensing: BIR, SSS, PhilHealth, Dukcapil, BPJS, LHDN and their peers. We know of no public agent corpus that contains them; Mind2Web is 137 English-language websites and WebArena a set of self-hosted replicas. Contributors navigate to a public information or form page, confirm nothing personal is on screen and take a full-page screenshot; logged-in pages, cropped captures and non-government sites are rejected. The task runs only in the 11 Southeast Asian countries, and there are no element annotations; the value is legacy layouts, non-English forms and long navigation paths.
